根据《乌鲁木齐市城市总体规划2009-2020年》，乌鲁木齐国家高新区（新市区）将以两个片区为建设重点。
第一片区以商贸、商务、行政办公功能为主导，以总部经济为亮点，打造环境优美，设施现代，集居住、教育、可研、文体、生态等功能为一体的城市中心地区。
第二片区将建成乌鲁木齐第一个完美融合科技与商务、工作与居住的理想新城，并以国家战略性新兴产业为推动，提倡健康理念，凸现生态宜居，凝聚人类最先进的造城智慧。
According to Urumqi City Master Plan 2009-2020, Urumqi State High-tech Industrial Development Zone will take two sections as key construction projects:
The first section refers to an urban center with beautiful surroundings and modern facilities which is dominated by commerce and trade, business, and administrative office and highlighted by the headquarters' economy, merging dwelling, education, research, recreation and sports, and ecology into a single whole.
The second section refers to the first ideal new town perfectly integrating science and technology with business, and working with dwelling in Urumqi. Motivated by state-level strategic emerging industry, it advocates the concept of health and ecological habitation, with the most advanced idea on construction worldwide.
第一片区——中心城区
东临城市快速路——河滩路，南起新医路，西临太原路，北至河北路，用地面积19.65平方公里。
总体采用"以点带轴、以轴带面"的空间发展模式，规划形成"一个核心、四条轴线、七个组团"的规划结构。
The First Section-Urban Center
Neighboring with Hetan Expressway in the east, connecting with Xinyi Road in the south, bordering with Taiyuan Road in the west, and reaching Hebei Road in the north, it covers an area of 19.65 square kilometers.
With an overall mode of space development of "Taking a Point as an Example for the Rest to Follow", the Zone has a plan on the structure of "One Core, Four Axes, and Seven Groups".
第二片区——城北分区
东至吐乌大高速（河滩快速路），南至河北北路，西至乌昌快速路和原规划三坪新区边界（五一农场），北至乌鲁木齐中心城北边界，总用地面积约214平方公里。
未来将形成"一核、一轴、两廓、四片区"的总体布局结构。
The Second Section-Northern Subdivision
Neighboring with Turpan-Urumqi-Dahuangshan Expressway (Hetan Expressway) in the east, connecting with North Hebei Road in the south, bordering with Urumqi-Changji Expressway and former planning Sanping New District (Wuyi Farm) in the west, and reaching the northern margin of Urumqi in the north, it covers an area of 214 square kilometers.
It will form an overall layout of "One Core, One Axle, Two Outlines and Four Areas".
